Usually this describes a layout that has fields, portals or buttons specific to the developer needs.

In some cases, it is used for a script that goes to the layout (performs a task requiring layout objects that are not on any user screen ) and then returns to the original layout.

In some cases it may contain buttons or documentation specific to a developers needs. Normally this layout is hidden from the users and is only accessible via layout more or via a script.
