There are many levels of control you can have within your FileMaker solution. Some controls may need to be in place for where a user can go, what they can do, scripts they can run and what data they can see. This is not the complete list by the way, but just a way to introduce the concept of data access.
Data access control centers around what a database user can see in regards to data within fields within a record. You can have field access data settings via the privilege set that you assign to an account. You can also define what data can be seen based upon what information is on the record. The classic example may be a sales rep that can only see the invoices he / she sold. This is often called record level access.
